The land on which construction was being carried out without a permit in the Saranda area and which "eaten the heads" of the highest-ranking leaders of the coastal city's Police Commissariat, is owned by Isuf Jaçaj, also known as "Bushi".
He was a sea guide who took tourists and vacationers on the coasts of Ksamil and Saranda, but in the fall of 2025 he was executed with TNT.
His property was forcibly taken by a criminal group, whose members are originally from Kamza, like the people who allegedly ordered the murder of "Bush", and work had begun there to build a "beach bar" for the summer season.
It is not known whether the leaders of the Saranda Police Commissariat also received bribes to allow the robbery of Isuf Jaçaj's property, but according to preliminary investigations, they were paid by this criminal group to allow the construction without a permit.
The Police Supervision Agency was put into action after a referral made by Police Chief Skënder Hita himself, because a citizen had reported the situation on the ground in Saranda to him, and the entire leadership chain was immediately dismissed and arrested.
