"Bird's Villa" in Durrës is being razed! The government approves a complex of buildings on the hill, demolishing the buildings below for the project
A huge complex of palaces is expected to be built on the most beautiful hill in Durrës, near the "Bird's Villa", a landmark for many, many years, while with a stroke of a pen the government is destroying an identity, to pave the way for the private sector for concrete. A very big contrast is happening in Durrës, where the government itself is destroying strategic objects and historical buildings, such as the TID project, while it is itself giving permits for palaces in large numbers.
Documents for another development permit have been obtained, signed and sealed at the end of January 2026, at a time when hundreds of Durrës residents, those affected by the TID project, took to the streets demanding transparency. Under the rug, the statesmen have signed the next permit, very close to the apartments that will be demolished, and these constructions even affect the famous “Bird's Villa”, on a hill with a picturesque view of the Adriatic Sea.
But for this government and these statesmen, history does not matter, but only the very narrow interests that connect them with private entities. The huge permit was given to the firm "Rajli", owned by Ramadan and Brikena Gugashi, a company that has been operating in Durrës for years, and even the buildings and palaces built by it have been affected by the earthquake.
The documents shed light on the way or attempt of the KKTU to destroy the green hill of Durrës, untouched for many years, since it was near the "Bird's Villa" or under it are found numerous relics. Archaeologists have stated over the years that under the current city there are ruins of several times, even on the hill, while the government seems to be "burying" the whole history.
The development permit was submitted to the KKTU on November 20, 2024, while it was only clarified by this institution at the end of January 2026. In the end, it was decided to "approve the development permit for the 'complex with residential function, hotel and services with 1-7 floors above ground and 1-3 floors underground', located in Durrës, with developer 'Rajfi Group'," the document states.
Members of the KKTU should have read that "the area where the project will be developed is located in a strategic position in the city of Durrës, near the historic villa of Ahmet Zog, a former royal residence and symbol of Albania in the 1920s-1930s."
It further follows that the hilly area facing the Adriatic Sea is characterized by a natural landscape with pronounced slopes and rich Mediterranean vegetation, offering a wide and unlimited panorama towards the maritime horizon. “Thanks to its privileged position, located in an untouched natural environment, the location of the project is particularly suitable for residential and hotel development,” the document continues.
According to her, the proximity to the Villa of Ahmet Zogu, an important historical and architectural heritage, adds prestige to the area. "The villa, which dominates the entire hillside, is a visual and cultural landmark, representing an important part of the country's history. The plot has an area of 15,977 m² about 800 meters away from the main coastal road. The plot has an open and unlimited view of the sea, in the north-east direction the view from the hill appears, while the hilly terrain is covered with pine trees and typical Mediterranean vegetation", the document continues.
The same document continues that the combination of proximity to the beach, rich greenery and impressive heights, transforms this area into an ideal destination for sustainable development and integrated with nature. According to it, the “Pine Residences” project, positioned in a strategic area of the Municipality of Durrës, is conceived as a modern complex.
It is learned that numerous buildings, up to 7 floors, will be built throughout the area, such as Apart-Hotel, restaurants and themed bars. "Recreational and entertainment spaces, including children's playgrounds, modern gyms, indoor and outdoor swimming pools, as well as Wellness & SPA centers, which are already essential elements in the elite tourism offer," the document continues.
The approved model details what will be built on that entire hill, with an area of 15 thousand square meters. "The buildings are composed of clean, straight and geometric shapes, emphasizing clear lines and the simple volume of the building. The building is closed with a modern roof, giving it a contemporary silhouette and harmonizing the roof lines with the volumes of the building," the document continues.
But, with the naked eye, it is clear that the entire area will be covered in concrete, which will flatten one of the most beautiful areas of Durrës.
