5.1 million euro project/ SPAK purchases the 'IMSI Catcher'

One of the most sophisticated and intelligent electronic devices in the world has already been purchased by the SPAK Special Prosecution Office, and for several months now a BKH team has been being trained by experts in the field to put it into operational service in the field.

The device with many functions such as interception, localization and simultaneous collection of a lot of telephone data is "IMSI Catcher" and has currently entered the SPAK offices, in exchange for a contract worth nearly 1 million euros that was signed with a foreign company.

Its presence in SPAK was learned from Syri journalist Elton Qyno, but official confirmation of this information was made by SPAK itself, admitting that this eavesdropping device was purchased in 2025, without providing details on the identity of the contractor and the real value of the price of this device.

At a strategic level, SPAK has secured funding for two major projects to strengthen operational and technical capacities, specifically:

1. Procurement of the “IMSI Catcher” device

2. Modernizing the interception system through updating to the latest version, increasing data storage capacities and adding a module for intercepting IP data.

These projects, with a total value of 5.1 million euros, were approved by decision no. 188 of June 9, 2025 of the Inter-institutional Committee for Measures Against Organized Crime.

The "IMSI Catcher" device was purchased by SPAK through a secret tender procedure, motivating it with regard to the service for the protection and security of order and the fight against Organized Crime.

This device, which was manufactured in Israel, has many operating functions for intercepting telephones and telephone communication applications.

Such equipment was introduced to Albania at a time when the Ministry of Defense was headed by Arben Imami and the equipment was used by an operational group of the Military Intelligence Service.

Later, the State Intelligence Service acquired one of these devices, and later the State Police also purchased one, which has used it on dozens of occasions in operations to capture wanted persons and conduct investigative actions for various proceedings.

This device used by the State Police is deployed for surveillance activities only with the authorization of the prosecutor or by court decision. The police “IMSI Catcher” was used by SPAK on December 13, 2023, also in the case of the discovery in the midnight hours of two phones of Kronika e Zezë journalist, Elton Qyno. This case was considered a serious violation and was called an unconstitutional act by the Constitutional Court.

With this device, SPAK has significantly increased its logistical "arsenal" regarding the interception devices it has under its administration. At the same time, SPAK aims to gain absolute independence from the police, by not requiring its officers to conduct interceptions of various persons.

But now he coordinates these actions himself with the officers of the National Bureau of Investigation. But it will be observed in the future whether this device will be used only for investigative purposes or even outside the legal framework of the Special Prosecution.

On the other hand, the 5.1 million euro project has also modernized the SPAK interception center, a center that is monitored and managed by Artan Xhori's "TBS 96" company.

Meanwhile, in order to increase the quality and speed of investigations, technological infrastructure and computer equipment have been improved, and the capacities of the Expertise Sector have been increased, through the modernization of digital data extraction and analysis technologies, investment in the accreditation of the expertise laboratory and planning to increase the number of experts, in order to cope with the growing volume of cases and avoid delays that undermine the efficiency of investigations.

Also an essential component of this process has been the investment in new programs and licenses that enable the virtualization of seized devices, analyzing financial and digital data in a secure and effective manner.

SPAK purchases these licenses through two companies: “Cellebrite DI Ltd” based in Israel, which is a world leader in the field of computer security, and another company “INsig2 doo” based in Zagreb, a leader in the Balkans and Europe. Both companies are paid by SPAK around 180 thousand euros, in order to conduct expertise on mobile phones that SPAK seizes and any computer equipment.
