New US law on sanctions in Albania and the region: Asset freezes and 'Non Grata' for the corrupt

The law passed by Congress on December 7, Section 8335, gives US authorities the power to freeze assets and deny entry to the US to anyone who acts against peace and democracy in the region.
The United States of America has imposed strong measures against individuals and entities that threaten stability in the Western Balkans.
Sanctions are imposed on those who commit corruption, violate human rights, obstruct peace agreements, or threaten the territorial integrity of the Balkan countries. The document mentions the Prespa Agreement, the Ohrid Agreement, UN Resolution 12/44, the Dayton Agreements, and the decisions of the London Conference.
The measures include freezing any assets the sanctioned individuals may have in the US, and banning them from entering the country. Existing visas will be revoked immediately and any other entry documents will be automatically cancelled.
According to US officials, these measures are a clear warning to anyone who might destabilize the region and reaffirm the US commitment to peace and democracy in the Western Balkans.
A special emphasis for these sanctions, which are expected to affect the political class and other actors in Albania, is placed on close coordination with the European Union, the United Kingdom and other allies, especially in defining and harmonizing sanctions, with the aim of sending a clear message for the protection of democratic values.
The United States of America has formalized a new sanctions regime against foreign individuals and entities that threaten peace, security, and democratic order in the Western Balkans. The measures are included in Section 8335 – “Sanctions Relating to the Western Balkans” of a legal act passed by the US Congress.
According to the document, the US President is obliged, within 90 days of the law's entry into force, to impose sanctions on any foreign person who, after the act's adoption, engages in activities that threaten regional stability.
The law stipulates that the objects of sanctions will be individuals who undertake actions or policies that threaten the peace, security, stability or territorial integrity of the Western Balkan countries; undermine democratic processes and institutions; engage in corruption, including corruption by or on behalf of governments or current and former officials in the region; commit serious human rights violations; or obstruct the implementation of key security and peace agreements.
In particular, the document emphasizes that sanctions will also be applied to those who violate the implementation of the Prespa Agreement (2018), the Ohrid Framework Agreement (2001), UN Security Council Resolution 1244, the Dayton Accords, as well as the decisions of the Peace Implementation Council Conference, held in London in December 1995. It also includes cases related to the International Criminal Tribunal for the former Yugoslavia and the International Residual Mechanism for Criminal Tribunals.
Asset freeze and strong immigration measures
The sanctions provided for include the freezing of the property and financial interests of the sanctioned persons, whether they are in the United States, entering U.S. territory, or under the control of a U.S. person. The President is authorized to use all powers granted by the International Emergency Economic Powers Act to implement these measures.
At the same time, the law provides for strict measures in the field of immigration. Sanctioned persons will be declared inadmissible to enter the United States, will not be eligible to obtain a visa or other entry documents, and will be excluded from any benefits under the Immigration and Nationality Act.
The document also stipulates that all existing visas will be revoked immediately, regardless of the date of issue, and any other valid entry documents in the individual's possession will be automatically cancelled.
According to political assessments in Washington, this sanctions regime constitutes a clear warning message to actors who aim to destabilize the Western Balkans and reaffirms the US commitment to democracy, the rule of law, and long-term peace in the region.
