DP's proposals for changes to the statute are revealed, the "Basha article" is not affected! The representation of the Diaspora and women in the party increases

The Democratic Party's proposals for changes to the party's Statute have been revealed, which aim to increase representation, strengthen internal structures, and improve the party's organizational functioning.
Among the main points proposed is the strengthening of the role of the Albanian diaspora, by providing that 15% of the electoral lists and governing bodies be composed of its representatives. Another change is related to the increase in the representation of women and girls in party structures, from 30% to 40%.
The document does not mention the "Basha article", introduced in the statute approved in the 2021 Assembly by Berisha, which provides that if the party loses the elections, the mandate of its chairman automatically ends and he is not allowed to run again in the subsequent elections to lead the party.
The DP has proposed the establishment of a Candidacy Selection Commission for MPs and mayors, which will function as an autonomous structure from the party's governing bodies and will have a preliminary role in the primaries process.
The changes also affect the basic organization of the party, through improving the functioning of the group sections and sub-branches, as well as strengthening the role of the College of Group Section Chairmen. It is also envisaged to strengthen cooperation between the DP branches and local elected officials, especially municipal councilors, to increase coordination at the local level.
It also includes the recognition of equal status for all DP partner organizations, as well as measures to protect the personal data of its members.
"The issue of DPA membership lists has always been a subject of debate. For this purpose, it is proposed to fully digitize them, update them at least once every 2 years, and strengthen the rules for the processing and administration of these data, in order to strengthen the guarantees for the protection of the personal data of party members," the document states.
Another point is related to clarifying the rules for dismissing branch heads, aiming for more guarantees for their stability in office and clarification of statutory procedures.
MAIN PROPOSED CHANGES:
1. Strengthening the Albanian Diaspora and its real political representation. 15% of the lists and party bodies must be representatives from the Diaspora.
2. Strengthening the role of women and girls in the Party, increasing their representation from 30% to 40%.
3. Establishing the Candidacy Selection Committee for MPs and Mayors, as an autonomous structure from the party's governing bodies, prior to the implementation of the primaries process.
4. Improving the basic organization of the party (group sections and sub-branches) and strengthening the College of Group Section Chairmen.
5. Strengthening relations between Party Branches and local elected officials (municipal councilors).
6. Recognition of an equal status for all partner organizations of the party, respecting the history of the founding of the DPA.
7. Protection of personal data of Party members.
8. Clarifying the rules for dismissing branch heads, giving them more guarantees of remaining in office.
