Tabaku proposes the return of differentiated excise tax on beer: Support for

DP MP Jorida Tabaku has submitted to the Committee on Europe and Foreign Affairs a draft law for the restoration of the differentiated excise tax scheme for small beer producers.

According to her, this measure aims to support local producers, increase competitiveness and promote investments in the craft beer industry in Albania.

The draft law proposes two levels of excise duty: for producers up to 200,000 HL/year the fee will be 372.2 lek/HL per alcoholometric degree, while for producers above this level the fee will be 744.4 lek/HL.

Tabaku emphasized that this scheme is in line with European Union practices and relevant directives.

She said that the 2022 changes, which unified the tariff at 710 lek/HL and removed special treatment for small producers, brought negative consequences: increased costs, decreased competitiveness, and weakened investments in the craft sector.

"The return of the differentiated scheme does not harm fiscal administration, allows for effective monitoring and reduces the scope for evasion. The draft law aims to establish a reasonable balance between fiscal objectives and the economic development needs of the beer sector," said Tabaku.
