"Constructions after 2020 will not be legalized", Rama: Violators on the blacklist

Prime Minister Edi Rama held a meeting on Monday with MPs and candidates for MPs of the 11th of May, as well as with the directors of the capital's Municipality, with a focus on the action to free up public spaces.
The head of government emphasized that any legalization process for construction after 2020 will be disqualified, while emphasizing that the creation of a blacklist of builders and investors who abuse the territory and violate construction permits will be approved by law.
"First, we discussed the legalization process, which is an abusive terminology used by individuals or entities that, for profit, start with public occupations and then make a self-declaration that practically puts them as individuals in the legalization process."
While the process was closed in 2020, in the sense that nothing built after 2020 is allowed. It was allowed to give individuals the opportunity to make a self-declaration in the conditions when they may not have done it on time, but not to build after 2020 and self-declare later and then when there is a need to intervene, a municipality comes out and says we are in the process. We are not here to discuss family homes here, but to discuss this whole big fraud to which unfortunately eyes have been closed in a large part of the territory and the public interest will prevail. Not a minute will be wasted to ask the Cadastral Agency to disqualify. Second, we have discussed and will approve by law the creation of a blacklist of builders and investors who abuse the territory and violate construction permits. Whoever enters the blacklist loses the right to obtain a permit and will be penalized from being involved in the industry for a period of time", said Rama.
