17 civil society organizations demand disciplinary action from the Parliament for Zegjine Çauşi: Derogatory language towards Gaz Bardhi

17 civil society organizations have addressed the Parliament with an official request to take disciplinary action against Socialist MP Zegjine Çaushi, alleging that she has used offensive and derogatory language towards the head of the Democratic Party parliamentary group, Gazment Bardhi.
In their letter to the Bureau of the Assembly, the organizations emphasize that this is a case of “repeated unethical parliamentary behavior” on the part of the MP. According to them, the previous measure “Attention” is no longer proportional to the nature and frequency of the alleged violation.
"Applying the principle of proportionality and escalation of disciplinary measures, as provided for in the Rules of Procedure of the Assembly, we request the imposition of the disciplinary measure 'Reprimand'," the request states.
The organizations' reaction comes after the plenary session on February 19, where MP Çaushi, during her speech, referred to the results of the Democratic Party in Fier County in the parliamentary elections of May 11, where Bardhi was the Political Leader. During the debate, she used ironic and personal expressions in his address, which was considered by the organizations as offensive and denigrating language.

Subject: Request for finding a violation of the Code of Conduct and taking the disciplinary measure "Reprimand"
Dear members of the Bureau,
Kjo shkresë lidhet me zhvillimet e seancës plenare te datës 19 shkurt, gjatë së cilës deputetja Zegjine Caushi përdori gjuhë fyese dhe denigruese ndaj Kryetarit të Grupit Parlamentar, z. Gazment Bardhi, duke përdorur shprehjeve që cenojnë dinjitetin personal dhe bien ndesh me standardet e komunikimit parlamentar të parashikuara në aktet rregullatore të Kuvendit. Sjellja e mësipërme përbën shkelje të drejtpërdrejtë të Nenit 6, pika 1, të Kodit të Sjelljes së Deputetit, i cili ndalon rreptësisht përdorimin në Kuvend të gjuhës së pahijshme, fyese ose denigruese, si dhe çdo formë cenimin personal ndaj deputetëve. Gjithashtu, kjo sjellje bie në kundërshtim me pikës 2 të po këtij neni, që ndalon forma diskriminimi, stereotipizimi apo komunikimi që cenon dinjitetin njerëzor në ushtrimin e mandatit parlamentar.
Kuvendi i Republikës së Shqipërisë është institucioni më i lartë përfaqësues i qytetarëve, ka detyrimin institucional të garantojë standarde të larta etike në diskursin parlamentar dhe të mbrojë dinjitetin e ushtrimit të mandatit përfaqësues. Debati politik mund të jetë i fortë dhe polemik, megjithatë, ai duhet të të zhvillohet brenda brenda kufijve të respektit institucional dhe të përgjegjësisë publike.
Nga ana tjetër, media ka amplifikuar gjuhën e urrejtjes në Kuvend përmes shpërndarjes së lajmeve me tituj denigrues përmes citimit të drejtpërdrejtë të fjalëve të deputetes Çaushi, duke i riprodhuar ato pa analizë kritike, çka jo vetëm që legjitimon diskursin e gjuhës së urrejtjes, por edhe kontribuon në normalizimin e tij në hapësirën publike.
Duke pasur parasysh se kemi të bëhet me një sjellje të përsëritur jo etike parlamentare nga deputetja Zegjine Çaushi, vlerësojmë se masa “Tërheqje e vëmendjes” nuk përbën më një reagim proporcional në raport me natyrën dhe frekuencën e shkeljes. Në zbatim të parimit të proporcionalitetit dhe të përshkallëzimit të masave disiplinore siç parashikohet në Rregulloren e Kuvendit, kërkojmë marrjen e masës disiplinore “Vërejtje”.
Në këtë kuadër, kërkojmë nga Byroja e Kuvendit:
Konstatimin formal të shkeljes së Nenit 6 të Kodit të Sjelljes së Deputetit;
Vendosjen e masës disiplinore “Vërejtje”, në përputhje me dispozitat e Rregullores së Kuvendit;
Bërjen publike të vendimmarrjes, në funksion të transparencës, institucionale dhe forcimit të standardeve të etikës parlamentare.
Kjo kërkesë nuk synon kufizimin e debatit politik, por garantimin e kufijve etikë që e bëjnë debatin demokratik, konstruktiv dhe në përputhje me dinjitetin e institucionit të Kuvendit. Kërkojmë nga mediat të luajnë rolin e tyre edukues dhe të raportojnë me përgjegjshmëri, duke mos ui bërë jehonë e gjuhës së urrejtjes, por të kontribuojnë në ngritjen e standardeve të komunikimit publik, duke promovuar gjuhë të kujdesshme, analizë të balancuar dhe respekt për vlerat themelore të demokracisë dhe barazisë.
