When from day to day the Political Bureau was gripped by the fear of the overthrow of the communist regime with the fall of the Berlin Wall, the First Secretary of the Central Committee of the ALP, Ramiz Alia asked to anticipate and calm down its members. In 1989 he held a meeting of the Political Bureau. The document in question is the historic speech that is considered secret by Ramiz Ali about the strategy to keep the communist system alive. This document comes in the form of a manuscript, made public, the original of which also exists in the Central State Archive.
While on August 12, 1990, Ramiz Alia called some of the leading intellectuals of Albania for a conversation on the state of the country. This meeting was held just one month before thousands of Albanians entered foreign embassies. Also, this meeting coincided with many of the changes that were made at that time in Eastern countries. Taking advantage of this situation, the President of the Presidium of the People's Assembly and the highest leader of the Labor Party, Ramiz Alia, talked for about four hours in the Palace of Congresses with about 60 intellectuals, among them Dhimitër Shuteriqi, Luan Omari, Ismail Kadare, Dritero Agolli, Ylli Popa, Sali Berisha and Fatos Nano. However, below we are giving the most important parts that Ramiz Alia did in the Political Bureau, a few months before this meeting:

Our system is already on the verge of capitulation to the capitalist system. So it is our duty to change our strategy. The changes will be in two main directions: in the creation of political pluralism and in the respect of human rights. The latter can also be abused, as rights are things that are regulated internally by law, but pluralism must definitely be established.
Let our opponents create right, left or center parties, we will even encourage them ourselves, but the main thing is that all these parties are controlled by us. For this, we also have to formulate the establishment programs. For the leadership of these parties, people must be found to support our strategy. The party that will take power is not only free to insult the government, but to do so strongly, because this way we will win the sympathy of the West and the anti-communist dissidence.
Ata që janë nëpër burgje, të dënuarit dhe të persekutuarit politikë antikomunistë, sigurisht që do të na shajnë. Por edhe pse këta e urrejnë komunizmin, do ta shihni që do të na vijnë afër dhe do të na përkrahin. Këta do t’i afrojmë dhe do t’u japim punë të ndryshme, por jo të rëndësishme; por kurrë nuk do t’i lëmë të na përvetësojnë pushtetin. Dhe e dini pse?! Sepse sapo të marrin fuqinë, do të fillojnë të hakmerren dhe do t’u shërbenin atyre, në vend që ta të na shërbejnë neve. Në zbatim të drejtave të njeriut, duhet t’u japim edhe kompensimin në para, të burgosurit polikë t’i kompletojmë me komoditetet banimi.
Të sekuestruarve dhe të shpronësuarve do t’u japim nga një letër në dorë që t’u njihet prona, por prona vetëm në pak duar do të bjerë, pasi ligji do t’i ngatërrojë njëri me tjetrin. Por një gjë duhet të kemi parasysh; të kemi kujdes nga fëmijët e të persekutuarve politikë, pasi ata vetë janë aq pleq apo të sëmurë sa mezi rrinë në këmbë. Kësaj kategorie mendoj që t’i japim pasaportë për t’u larguar nga Shqipëria më mirë dhe me kaq do të jenë të kënaqur. Pasuria e tyre na përket neve, sepse ne e bëmë.
Gorbaçovi më dërgoi disa dokumente e plane dhe po i studioj prej kohësh. Ata janë shumë më përpara se ne, por këto janë gjëra që ne i kemi diskutuar afërsisht dhe jo me të gjithë anëtarët e Byrosë, pasi nuk dihet se kush është miku dhe kush është armiku. Kjo është një mbledhje vetëm për ne më të besuarit, ndaj le të flasim hapur. Ne kemi kuadro sa për shtatë Komitete Qendrore, pra frika nuk duhet të ekzistojë.
Shumë intelektualë do të na kundërshtojnë, por me ta do të rregullohemi duke u dhënë punë apo ngritur paksa rrogën. Problem mund të jenë intelektualët pensionistë. Këtyre do t’u ofrojmë krijimin e Shoqatës së Veteranëve të Luftës dhe të Punës, pastaj do t’u japim nga një minipension.
Ne, komunistët reformatorë, do të zbatojmë strategjinë tonë në ekonomi, sipas së cilës kapitalistët dhe pronarët e ardhshëm në një vend socialist të jemi ne apo njerëzit tanë. Me strategjinë tonë të re, brenda dy-tre legjislaturash do të arrijmë që nga klasa komuniste të krijojmë klasën kapitaliste, e cila do të na përjetësojë në pushtetin politik të së ardhmes. Të jeni të sigurt që e ardhmja do të jetë jona. Kurrë nuk do të lejojmë restaurimin e pushtetit politik të armiqve tanë. E ardhmja e fëmijëve tanë do të jetë e mrekullueshme, gjithnjë e sigurt, sepse për këtë kemi derdhur kaq gjak dhe do të derdhim përsëri po të jetë nevoja. Shqipërinë do ta gëzojmë Ne dhe pasardhësit tanë. Po rastisi që të na e përvetësojnë pushtetin apo të rrezikohemi, atëherë mos u gëzofshim asnjëherë, nëse nuk do të dimë t’i mbrojmë fitoret e arritura, qoftë edhe me grykën e pushkës, si në rininë tonë të hershme. Ndaj, për të mbrojtur mbajtjen e pushtetit duhet të jemi të përgatitur në të dyja anët; në rrugën paqësore dhe në atë të luftës së armatosur.

Therefore, woe to those who will dare to oppose us. I tell you this so that you can keep your morale high and none of you will be afraid. If it will be necessary, we will also have the support of the external ideological allies in power, who you know well how much they have helped us. Despite the recent conflicts we have had with them, you should know that the cause of communist power unites us, regardless of the nuances and temporary clashes. In addition to ideological allies, we will also have the support of Western allies, with whom we have preserved the threads of old ties for the sake of great interests. We will use the latter only if it is very necessary. Comrade Enver once, and I today, have preserved these ties to guarantee power now and in the future, forever! I guarantee you that regardless of the current difficult circumstances, however things go, water will flow to our mill. For this you are guaranteed today and forever. I ask you not to be afraid, not to close ranks and not to be discouraged by the difficult situations we are going through, because in the end what matters is the power, which will be completely ours. I wish you good work, mobilization and a clear mind! Remember: Victory and power will be ours forever! We will talk and decide again according to the evolution of the situations.
