For 10 days, the bonus-malus system has been in effect, which penalizes drivers who have had accidents when they pay their car insurance bill.
"Every motor vehicle user is provided with an insurance policy, before 2025 it was standard, it varied more or less the same. From 2025 we have a differentiation, not everyone pays the same, the difference is made by the age of the user, the age of the vehicle, the regions, the engine power of the vehicle and the bonus-malus system. This system has started to be applied this year because it took companies 1 year to create a database. Now at the AMF and the insurance companies, there is a history of the behavior of vehicle users, if they have had an accident, the insurance policy will increase depending on the damage", said Mimoza Hajdarmataj from the Association of Insurers of Albania
The history of accidents starts from 2025, when the new regulation of the Financial Supervisory Authority came into force, which differentiates the insurance policy for drivers.
"It is an educational measure, you must be aware that you have caused damage to third parties. The history started from January 1, 2025. This has also been a debate, every legal act has retroactive effect. You cannot enter into a legal act and claim to receive a bonus for 20 years in advance. For this year, if you have not caused damage, you will receive a bonus. If you have caused damage, the malus will again make the difference," Hajdarmataj added.
The price paid for vehicle insurance is determined by 7 risk factors: the age of the vehicle, the county where the vehicle is registered, engine power, the age of the driver, the use of the vehicle, whether it is an individual or a company, and the claims history. The latter will be part of the formula this year and beyond, while the other 6 have been implemented since 2025.
