Albania-Andorra challenge at the "Arena Kombëtare" stadium, police with a plan of measures! Here are the roads that will be blocked

State Police, plan of measures for the international football match Albania - Andorra.
In order to guarantee public order and security before, during and after the international football match between the teams of Albania and Andorra, which will take place on 24.03.2025, at 20:45, at the "Arena Kombëtare" stadium, the State Police has drafted a detailed plan of measures, based on the positive experience in planning, organizing and managing the public order and security situation during international events.
The measures consist of escorting and securing the Andorran team's players from Rinas airport to the hotel, to the stadium and, on the way back to Rinas, escorting and securing the Albanian team's players at the stadium.
To prevent the introduction of illegal items into the stadium, such as pyrotechnics, flares, and other items, the Police services will conduct detailed checks on the stadium grounds and inside the stadium, before fans enter.
In order to guarantee public order before, during and after the football match, not only near the stadium, but also to control the territory throughout the city of Tirana, service plans have been provided by the General Patrols, the Eagles, the Criminal Police, the Road Police and the National Security Force, which will prioritize securing emergency service routes and managing road traffic.
To guarantee security before, during and after this international match, cooperation has been established with all institutions that have a role in the smooth running of this activity, specifically with the Albanian Football Federation and UEFA, with the Republic Guard, the Municipal Police, the Fire Service, private security companies (stewards and security personnel), hospitals, health centers and first aid centers.
Also, contacts have been established and cooperation is being established with the security service personnel of the Andorran football team, in order to increase security standards before, during and after the development of this international match.
For the smooth running of this activity, as well as to facilitate vehicle traffic in the city of Tirana, tomorrow, from 3:00 PM until the end of the match, there will be vehicle traffic restrictions on several road axes near the stadium, specifically:
*"Martyrs of the Nation" Boulevard, from the Presidency intersection towards "Mother Teresa" Square;
* “Pope John Paul II” Street;
* "Dervish Hima" Street, near the US Embassy;
* “Asim Zeneli” Street, near the US Embassy;
* “Themistokles Germenji” street;
– “Gjergj Filipi” street;
* Rruga “ Lekë Dukagjini”, nga ish-Garda e Republikës deri te stadiumi;
* rruga “Skerdilajd Llagami”.
Në zbatim të planit të masave, punonjësit e Policisë së Shtetit do të ushtrojnë kontroll të imtësishëm ndaj tifozëve, para futjes në stadium, me qëllim parandalimin e futjes në stadium, të banderolave me përmbajtje raciste, të fishekzjarrëve, flakadanëve, lëndëve piroteknike, monedhave metalike, çadrave, çakmakëve, karikuesve të celularëve, mjeteve/produkteve për përdorim kozmetik dhe sendeve të tjera të forta, të rrezikshme për jetën dhe shëndetin e pjesëmarrësve.
Me këtë rast, informojmë shtetasit shqiptarë dhe të huaj, se në bazë të Kodit Penal të Republikës së Shqipërisë, veprimet e dhunshme në aktivitetet sportive, si hyrja në fushën e lojës gjatë kohës së zhvillimit të aktivitetit sportiv nga persona të paautorizuar, përbën kundërvajtje penale dhe dënohet me gjobë nga 50 000 deri në 100 000 lekë. Kur nga kjo vepër, ka ardhur pengimi i zhvillimit normal të aktivitetit sportiv, dënohet me gjobë ose me burgim deri në tre muaj.
Hedhja e sendeve të forta në fushën e lojës ose mbi njerëzit, mbajtja apo përdorimi i lëndëve piroteknike, fishekzjarrëve, flakadanëve, gjatë zhvillimit të një aktiviteti sportiv, dënohen me burgim nga gjashtë muaj deri në tre vjet.
Legjislacioni penal shqiptar e konsideron vepër penale, goditjen apo çdo vepër tjetër dhune, ndaj sportistit, trajnerit, arbitrit, ndërmjetësit sportiv, për shkak të veprimtarisë sportive, dhe i dënon me burgim nga një deri në tre vjet. Kjo vepër, kur kryhet në ambiente sportive, më shumë se një herë, apo nga drejtues apo anëtarë të klubeve sportive, dënohet me burgim nga një deri në pesë vjet.
Gjithashtu dublikimi/shumëfishimi i biletës, konsiderohet falsifikim dhe mashtrim, vepra të cilat ndëshkohen nga Kodi Penal i Shqipërisë. Çdo biletë është e pajisur me barcode, është personale dhe duhet të mbahet vetëm nga shtetasi që e posedon, i cili sipas radhës, do të kalojë vetëm, për t’ju kontrolluar barcodi nga pajisja që regjistron automatikisht çdo tentativë për të hyrë me biletë të falsifikuar ose të dublikuar.
Hyrja në stadium e tifozëve dhe e sportdashësve që kanë blerë biletë, fillon në orën 18:00.
Kërkojmë mirëkuptimin e tifozëve që të paraqiten në hyrjen e stadiumit, duke filluar nga kjo orë, pasi për shkak të fluksit të tifozëve, pak para fillimit të ndeshjes, mund të humbasin mundësinë për të hyrë në stadium.
Për mbarëvajtjen e këtij aktiviteti sportiv, Policia e Shtetit ka angazhuar qindra punonjës policie, të cilët do të garantojnë rendin dhe sigurinë publike, si dhe do t’ju ofrojnë ndihmë dhe informacion, në rast nevoje, në mënyrë që ky aktivitet të përmbyllet pa incidente, në interes të imazhit të vendit.
