The Çola massacre/ Aleksandër Llanaj enters the "41-bis" regime

On 26.12.2024, the convict Aleksandër Llanaj, son of Baftjar and Xhiko, born on 17.11.1991, born and resident in Vlorë, was placed in the Special Regime ("41-bis") for a period of 1 year in the Institution of Execution of Criminal Decisions of high security, Peqin. His transition to this regime was carried out on the basis of Order No. 650, dated 26.12.2024, issued by the Minister of Justice, according to the law "On placing in the special regime of exercising rights in high security penitentiary institutions".

Aleksandër Llanaj was previously sentenced to 35 years of imprisonment by the Vlorë Judicial District Court, with decision No. 24, dated 20.01.2016, for committing the criminal offenses "Murder in other qualifying circumstances", committed against two or more persons, in cooperation, and "Unauthorized possession and production of weapons, explosive weapons and ammunition". provided by articles 79/dh-25 and 278/5 of the Criminal Code.

While serving this sentence, Aleksandër Llanaj was also convicted for several other criminal offences:

- On 09.02.2017, with decision No. 79 of the Korçë Judicial District Court, was sentenced to 8 months imprisonment for the criminal offense of "Introduction or possession of prohibited items in the IEVP", provided by Article 324/a/1 of the Criminal Code.
- On 06.12.2019, with decision No. 620 of the Korçë Judicial District Court, was sentenced to 2 years of imprisonment for the criminal offense "Rebellion of prisoners", provided for by Article 270/2 of the Criminal Code.
- On 20.01.2021, with decision No. 27 of the Korçë Judicial District Court, was sentenced to 2 years of imprisonment for the criminal offense "Rebellion of prisoners", provided for by Article 270/1 of the Criminal Code.
- On 10.02.2023, with decision No. 79 of the Elbasan Judicial District Court, was sentenced to 3 years and 4 months of imprisonment for the criminal offenses "Introduction or possession of prohibited items in the IEVP" and "Organization of illegal lotteries", provided by articles 324/a/2 and 197 /1 of the Criminal Code.

The special regime "41-bis" is applied in the penitentiary system for citizens who constitute a high social risk and are related to criminal organizations, armed gangs or structured criminal groups. This regime is applied according to Article 17 of Law no. 81/2020 and may be imposed on persons with pre-trial detention or convicted persons who commit serious criminal offenses that violate public security and constitutional order.
