In the Parliament's Laws Committee, a formality previously agreed upon between PD and SP is being concluded, to remove the opportunity for Albanian citizens to choose the deputies of the next assembly themselves, through open lists, where the candidate who receives the most votes from the voters automatically receives the mandate.

In the draft with the blessing of both parties that Lapsi.al has read, it has been agreed that 2/3 of the list of deputies will be open and 1/3 will be exclusive to the party chairman. But since the lists of parties with candidates for deputies are much longer than those who actually go to the assembly, it is practically appropriate that almost the vast majority of deputies are appointed by Rama and Berisha. citizens can place only 30 or maximum 40 of them. According to an account made by Endri Shabani, the chairman of Nisma Thurrje, the party that had its own reason for opening the lists, the Democratic Party can send only 1 to 5 elected by citizens' vote to the assembly. For example: "If Berisha manages to get the votes of 2021, voters will be able to choose from one deputy in Lezhë, Shkodër, Elbasan, Korçë and Dibër.

Of course, this flagrant disregard of the citizens and moreover of the decision of the Constitutional Court, which was expressed by the decision on the open lists, is the authorship of two people, Edi Rama and Sali Berisha, who want to have all the deputies of the next parliament under their control as much as possible. But this victory of theirs at the table destroys their public image even more. The prime minister is a hypocrite before exellecce who has forgotten the agreement, no agreement with 'Non Grata'. He reinforces the accusations of an authoritarian regime where Rama should have everything under control.

The biggest loser in the image of this agreement is the opposition. The idea of ​​closed lists is totally at odds as a concept with the beautiful fairy tale of the primaries that the pulpit promotes. Moreover, in an oppressive and abusive regime, it is up to the opposition to seek an alliance with the citizens, leaving a part of the decision-making on who will be the next deputy in their hands. By cutting off this possibility through almost closed lists, Berisha proves that he is looking for a safe list of loyalists in the opposition more than victory.
