Porto Romano project awaits NATO approval/ How Rama ignored the generals in 2021

Caught off guard, in a situation with some unknowns in Durrës, Edi Rama has admitted that he is waiting for a response from NATO regarding the new port in Porto Romano. The situation is getting complicated.
On one side stands the Durrës Marina project, linked to the interests of Arab businessman Mohammed Alabbar, who seeks to relocate the existing port from the city to make way for a giant tourist and residential complex.
On the other hand, there is the strategic reality of the region and the reserve of NATO military structures, which have no interest in creating a logistical "bottleneck" in Corridor VIII by weakening the function of the current port of Durres.
It was precisely between these two pressures that Rama was forced to publicly admit that the Albanian government is no longer in full control of the process and that the new port project in Porto Romano is awaiting a decision from NATO offices.
During the weekend monologue on social networks, the prime minister fell back on the "700 pots" of media and politics in the hope that the noise of jokes will mask the problem in Durrës as a discrepancy with NATO plans. Rama repeated the version that the tender for the new port in Porto Romano failed due to the war in the Middle East, said that there had been no pressure from either the European Union or the US, but in the end he was forced to accept a fact that completely changes the story: the Porto Romano project is on the NATO table and Albania is forced to wait for approval from the headquarters for a "political" filter, as Edi Rama put it.
"The project designed by the largest company in the world, with an undisputed reputation, Royal Haskoning, is on NATO's table. It has passed all the technical filters and now expects to enter, along with the group of several other major projects, the political filter precisely because it is a project with a considerable geopolitical value," said Rama.
The Prime Minister did not clarify what he specifically means by “political filter”, but from the information we have so far it is understood that the relocation of the new port to Porto Romano comes with some restrictions for Corridor VIII. The Port of Durres is considered a regional logistics hub that connects to the corridor and the dry ports of Pristina and Skopje. But what is not mentioned is that the Porto Romano project envisages much smaller capacities than the existing port of Durres.
According to a calculation made by former Colonel Artur Meçollari, based on the technical parameters of the project, the new port would be able to process a maximum of 500 thousand containers per year, a much smaller volume compared to other ports in the region and significantly more limited than the potential of the current port in Durrës.
Edhe në një email që u dërgua nga Dhoma Amerikane e Tregtisë viheshin në dukje parametrat e ulët të projektit për portin e ri në Porto Romano. Në kërkesën e tij për Ramën, kreu i dhomës Grant Vancleve shkruante: “Një Porto Romano me ujëra të thella, i lidhur me Korridorin 8, do të forconte ndjeshëm mobilitetin dhe qëndrueshmërinë e NATO-s në Evropën Juglindore”.
Por për të kuptuar se i mbërritëm në situatën aktuale, ia vlen t’u rikthehesh disa episodeve vite më parë të dokumentuara në arkiva. Aty fshihet shpërfillja që Rama u bëri mesazheve të ushtarakëve të NATO-s duke ecur para me projektin e arabit Mohammet Alabbar pa menduar se do të mund të vinte një ditë që të gjendej nën presion.
Në vitin 2021, pak ditë pasi Rama kishte bërë publike planet për zhvendosjen e portit të Durrësit, aty zbarkuan disa gjeneralë të NATO-s në kuadër të stërvitjes “Defender Europe 21”, një nga manovrat më të mëdha ushtarake të zhvilluara ndonjëherë në rajon. Dy drejtuesit më të lartë ishin Gjenerali Chris Cavoli, Komandant i Ushtrisë së Shteteve të Bashkuara të Amerikës në Europë dhe Afrikë dhe Gjeneral-Majori Joseph Jarrard, zv.komandant.
Në Shqipëri atëherë kaluan rreth 6 mijë trupa të aleancës dhe në postimin që ka bërë në Facebook, ambasada amerikane theksonte publikisht rëndësinë e portit të Durrësit për operacionin: “Porti do të jetë një nyje e rëndësishme logjistike për stërvitjen e ardhshme Defender Europe 21. Anijet ushtarake të logjistikës do të dorëzojnë pajisje luftarake për stërvitjen në Shqipëri përmes Portit të Durrësit këtë verë. Kjo përforcon rëndësinë strategjike të gjeografisë së Shqipërisë për aleancën e NATO-s”.
Deklaratat e ambasadës amerikane vinin në kontrast me planet që kishte bërë me dije atëherë kryeministri Edi Rama për Portin e Durrësit, të cilin synonte ta transformonte në një port turistik, me marina për jahte, një terminal modern pasagjerësh dhe ndërtesa të reja, pallate dhe hotele me qëllime tregtare.
Akoma dhe më i drejtpërdrejtë ka qenë atëherë gjenerali i ushtrisë së Shteteve të Bashkuara, Christopher G. Cavoli, i cili në maj 2021 vizitoi portin e Durrësit për të vëzhguar operacionet e stërvitjes DEFENDER-Europe 21, e cila shënoi nisjen e këtij ushtrimi të drejtuar nga ushtria amerikane.
Në shkrimin e vitit 2021 për Defense Visual Information Distribution Service (DVIDS) e cila është një platformë zyrtare mediatike e Departamentit të Mbrojtjes së SHBA-së ku është pasqyruar fjala e gjeneralit amerikan, theksohet rëndësia e veçantë gjeografike të Shqipërisë dhe në veçanti të portit të Durrësit.
“I vendosur në jugperëndim të Ballkanit, porti i Durrësit u jep SHBA-së dhe aleatëve akses në rajonin e Ballkanit., shkruan dvidshub.net. Operacionet logjistike që zhvillohen aty do të mbështesin trupat në terren ndërsa stërviten për t’iu përgjigjur çdo krize apo kërcënimi në rajon.
“Është një port i madh strategjik. Ka qenë i tillë për shekuj, madje për mijëvjeçarë. Këtu erdhi Jul Cezari kur po ndiqte Pompeun”, shpjegoi Cavoli.
It is understood that NATO's strategic preference for the existing port of Durres has never been a secret and, unlike what Edi Rama says today, the new port is not being hindered by drug traffickers or the high prices of construction materials.
The position the prime minister occupies is not the product of any conspiracy or hidden commercial pressure. It is simply the result of a clash between two logics: the military logic of NATO and the logic of real estate development that lies behind the Durrës Marina project and which Rama has pushed forward thinking that the military will surrender before the fait accompli.
It remains to be seen how this story will end, but the idea that propaganda can change NATO's strategic decision-making for the sake of the navy and the tourist complex from the United Arab Emirates seems more like a political illusion, bordering on madness.
