The arrival of the first emigrant votes has sparked a race between major parties to declare that they have received the support of the diaspora.

For the head of the ODIHR observer mission, this situation is meaningless, while he warns that they are under observation. He made the statement at the Olympic Park where the envelopes were distributed according to the districts.

Ilirian Celibashi also issued a warning, demanding an investigation into the filming and photographing of the vote, referring here to a case from Germany. The process for observers is going well, although he calls it dynamic.

Celibashi also explained to the media the procedures for administering envelopes with diaspora votes.

"We tear open the DHL envelope, under the DHL envelope we take out envelope B which contains envelope A and inside envelope A is the ballot paper. All B envelopes are divided according to districts and deposited in the respective ballot boxes of the respective districts. On May 11, after the voting process is completed and the counting process begins, we will take out the B envelopes from the box. After envelope B we will take out the A envelopes. The A envelopes will all be collected in another separate box in order to not identify who envelope A belongs to and then the counting process will begin," explained Celibashi.

Illustrating with the Tirana district, Celibashi said that "the moment the counting process for the Tirana district begins for votes within the country, the process of counting and evaluating the votes of voters from abroad who are registered in the Tirana district will also begin."

Asked about security elements, Celibashi explained that the boxes will remain in this environment, which is monitored by cameras 24/7.

"There are even six channels broadcasting the footage on Youtube, they are CEC channels, which means that even voters who are interested out of curiosity can observe and follow the process of what happens in this environment. But on the other hand, political parties, various observers, have the opportunity to be present 24/7 in this environment to see how these boxes are administered. The Police Forces are definitely there, but there are also representatives of political parties permanently, if they wish to be there," he added.

Celibashi explained that any envelope that has an entry time after May 11, 7:00 PM, will not be subject to the counting and evaluation process.

Speaking about the process of distributing ballots, Celibashi emphasized that the Shkodra and Vlora regions have not yet started. "All other regions are in the process of processing the documentation and sending it via DHL to the respective countries. As of two hours ago, about 80 thousand people have received the envelope," he said.

Asked about the opposition's concerns about the postal operator that distributes the envelopes, Celibashi emphasized that "the envelopes are all distributed by DHL and the CEC's contractual relationship is with DHL."

"But naturally there are certain countries or regions of different countries where DHL does not have its own service and there are other operators. To our knowledge, there is no global operator that has coverage in every city and village on the globe. This is in accordance with contractual provisions and I do not believe there is any concern, unless the fact that these envelopes were delivered to certain voters by a DHL subcontractor is considered a concern. Even for countries like Iran or Russia, since due to the sanctions policies imposed by the EU, DHL does not operate in these two countries, according to what the company has informed us, it will normally contract a local company to perform this service ," Celibashi explained.

By Friday noon, around 750 completed envelopes had been returned to Albania, which will remain unopened until the evening of May 11. Their counting will begin in parallel with the respective regions.
