From espionage and security breach to terrorism! Kosovo Special Prosecution charges 3 people for the explosion in Ibër-Lepenc

The Kosovo Special Prosecution Office has filed an indictment against three people for the explosion in the Ibër-Lepenc canal on November 29, 2024.
According to the announcement, JV, DV, and ID are accused of the criminal offenses of "endangering the constitutional order by destroying or damaging public installations and equipment, "committing a terrorist act", "unauthorized possession of weapons" and "espionage".
The indictment states that JV and DV, together with still unknown persons, “after a prior agreement, placed explosives [approximately 20 kilograms of Trinitrotoluene 'TNT'] inside the canal”.
"JV and DV are accused of activating the explosive through a bag that they had tied with a rope to a concrete pole, which as a result severely damaged the concrete structure of the Ibër-Lepenc canal, caused an interruption in the supply of drinking water, endangered the production of electricity and caused damage to the Ibër-Lepenc enterprise in the amount of 376,774.70 euros," the press release said, according to Radio Free Europe.
The Ibër-Lepenc Hydroeconomic Enterprise, headquartered in Pristina, is an enterprise that supplies raw water to industry, waterworks and agriculture, as well as produces electricity from the Ujman hydroelectric power plant.
According to the official website of this enterprise, the company was established by decision of the Kosovo Assembly on February 28, 1967. The construction of this system was carried out in two phases: the Ibar Phase, which was completed in 1986, and the Lepenc Phase, which was not realized.
This enterprise is today a joint stock company, 100% owned by the Government of Kosovo.
Investigations into the incident and the charges
The Special Prosecution Office said that JV is also accused of espionage, as according to it, until the moment of his arrest, "in his capacity as a recruit in the Serbian Military Intelligence Service, colonel, he acted and assisted this service, collecting classified information and documents with the aim of using them during his illegal activity in the territory of Kosovo."
The investigation into this case, according to the Prosecutor's Office, was conducted in cooperation with European partners. In connection with the explosion, the authorities had arrested dozens of suspects and seized weapons and explosives.
But, until now, it was known that brothers Dragisa and Jovan Vicentijevic, who are two of the three accused, had been taken into custody in this case.
After the explosion in the Zubin Potok Cemetery, authorities in Kosovo blamed Serbia for the incident, but Belgrade denied the accusations.
Kosovo considers the explosion in the Iber-Lepenc canal a terrorist act.
After the explosion, the United States said there was no evidence directly linking Belgrade to the explosion, but that it was too early to draw conclusions. The US also said at the time that agents from the Federal Bureau of Investigation (FBI) were also involved in the investigation.
The Ibër-Lepenc Hydro-Economic Enterprise supplies water to several cities in Kosovo and the Kosovo Energy Corporation for cooling its thermal power plants. This enterprise is fully owned by the Government of Kosovo.
