Serbian Army Colonel, perpetrator of terrorist attack on Kosovo infrastructure

Jovan Vičentijević, a colonel in the Serbian Army, along with his brother, is accused of being the key person in organizing and executing the terrorist attack on the "Ibër Lepenci" canal in the village of Varage, Zubin Potok, Kosovo last year.

The Special Prosecution Office charges Jovan Vičentijević, his brother Dragiša, and Igor Dimovićić with attacking public infrastructure, critical for the supply of drinking water to citizens and for the production of electricity by the Kosovo Energy Corporation (KEK).

According to Paparaci, Jovan Vičentijević is accused of the criminal offenses of endangering the constitutional order by destroying or damaging public installations and equipment, unauthorized possession of weapons, and espionage.

Dragisa Vicentijevic is charged with the criminal offenses of endangering the constitutional order by destroying or damaging public installations and equipment and unauthorized possession of weapons.

Meanwhile, Igor Dimović is only charged with the criminal offense of unauthorized possession of weapons.

The Special Prosecution Office accuses the three suspects of the powerful explosion in the "Ibër Lepenci" canal in the village of Varage on the evening of November 29 last year.

According to the Prosecutor's Office, the damage caused to the state's critical infrastructure is estimated to be worth 376 thousand euros.

“[…] they placed a considerable amount of explosives for military use (about 20 kilograms of Trinitrotoluene “TNT”) inside the canal, through a bag that they had tied with a rope to a concrete pillar, positioning it in such a way as to cause serious damage to the critical infrastructure of water supply and electricity, where in that case the defendants, by lighting a slow-burning fuse, activated the explosive, causing a powerful explosion that as a result severely damaged the concrete structure of the canal of NH “Ibër Lepenc” JSC; the supply of drinking water to the citizens of several northern and central municipalities of Kosovo was interrupted; the supply of water to KEK was prevented, and they also endangered the production of electricity at the national level, which with these actions the defendants caused a serious risk to the life and safety of the population and damage to the critical infrastructure of the state, where in this case "The injured party, NH "Iber Lepenc" JSC, suffered material damage in the amount of 376,774.70 Euros," the indictment states.

During the investigation, the Special Prosecution Office seized an arsenal of weapons from the homes of the Vicentijevic brothers in the village of Prevlak, Zubin Potok.

"Also, from an unspecified date, until their arrest, (defendant Dragisa Vičentijević on 30.11.2024, and defendant Jovan Vičentijević on 01.12.2024), in their homes, one in Zubin Potok, and the other in the village of Prevlak, in the same municipality, during checks carried out by the Kosovo Police, they were found in possession, without authorization and in violation of the Law on Weapons, of a considerable amount of combat weapons, such as Kalashnikov A-47 type weapons, a number of BRM 75 hand grenades and pellets, 500 7.9 mm cartridges and 363 cartridges of various calibers, numerous AK 47 weapon magazines and parts thereof, knives for long weapons, rifle magazines, a mechanism for loading rifle cartridges "...a MK-16 hunting rifle, a hunting rifle, a knife with a sheath, numerous radios for military use, masks, numerous military uniforms from various countries such as those of Serbia, Russia and other states, helmets and other illegal items specified in the Final Prohibitory Orders issued by the Court," the indictment states.

The suspected mastermind of the attack on "Ibar Lepenc", according to the Prosecution's indictment, turns out to be Jovan Viçentijevic.

The prosecution has managed to secure strong evidence that directly links his activities to Serbia.

Vicentijevic is a colonel in the ranks of the Serbian Military Intelligence Service, evidence obtained by the Special Prosecution Office proves.

"The defendant Jovan Vičentijević, also, from an unspecified date and continuously, until the moment of his arrest, on 01.12.2024, the defendant Jovan Vičentijević, in his capacity as a recruit in a foreign intelligence service, in this case the Military Intelligence Service of Serbia, with the rank of Colonel, acted and assisted this service, by collecting classified information and documents in order to use them during his illegal activity in the territory of Kosovo," the indictment states.

Among the evidence proving Vicentijevic's espionage activity is a document classified secret by KFOR. This 66-page document confirms Vicentijevic's espionage activity.

"Among the documentation that the defendant obtained during his incriminating activity, there is also a 66-page document classified as confidential compiled by KFOR, for the needs of their operations in the field, then he monitored the movements of American KFOR soldiers, photographed the Kosovo Special Police Units base in Jasenovik, located in the Municipality of Zubin Potok, and in particular the defendant with the aim of creating a harmful narrative for the state of Kosovo in relation to the international community," the Special Prosecution's file states.

The three arrested in November and December of last year have been in detention since that period.
