"Crime haven in Dubai" - Albanian bosses who continue to defy justice, from extraditions to "untouchables"

The show "Në Shënjestër" on News24 covered the latest developments regarding Albanians from the criminal world who have found refuge in Dubai, highlighting an important turn in extraditions to Albania.
The documentary focuses on the case of Durim Bami, who after two years of proceedings was extradited to Albania, where he will face charges of involvement in several criminal events. According to experts, Dubai remains a financial center built on secrecy and a strategic point for investing and protecting assets created by illegal activities.
Data shows that from 2020 to 2026, Albanian authorities have sent 19 extradition requests to the United Arab Emirates, of which only 10 have been implemented. However, many well-known crime figures continue to live undisturbed in Dubai, taking advantage of the legal difficulties for extradition and the security that this country offers.
One of them is Denis Matoshi, known as Eldi Dizdari, considered the leader of one of the largest Albanian cocaine trafficking organizations. He is suspected of directing operations from Dubai, while he remains wanted in Albania and Italy.
The documentary also highlights that, despite asset seizures in Albania, the economic power of these groups remains high. Experts point out that Dubai has served as a coordination center for international crime, offering both investment opportunities and protection from prosecution, although there has recently been an increase in cooperation on extraditions.
But if Franc Çopja surrendered to Belgian authorities at the end of 2023, thus marking with his conviction and the end of an empire, thus bidding farewell to their comfort, unlike his brother who continues to find refuge there, other Albanian criminals are being repatriated from Dubai at the expense of Albanian justice.
The last in line was Durim Bami, otherwise known as one of the strongmen of Nikla in Fushë-Krujës, who after two years of legal proceedings by law enforcement authorities in the United Arab Emirates, was extradited to Albania at the end of February this year. Where he will answer for many criminal events in which he was a participant, after the clashes he had with the group of Emiljano Shullazi and the missing king of gambling, Ervis Martinaj.
Fatjona Mejdini: "Dubai itself is an important financial center. And it is based on secrecy. It is not that there is a data registry there. There is an idea that their wealth is tens of millions of euros. These are divided between real estate, cars or even shares in companies."
Fabian Zhilla: “Elementi i dytë pse ata janë zhvendosur në Dubai, ishte edhe sepse Dubai shërbente si pikë koordinimi midis eksponentëve të lartë të krimit të organizuar ndërkombëtar.Së treti është dhe një vend ku ata kanë filluar të investojnë paratë e produkteve të parave të paligjshme. Dhe së katërti ofron një farë sigurie. Po të shikoni atje është shumë e vështirë, ku numri i incidenteve ka qenë pothuajse zero dhe kjo i jep atyre edhe një lloj sigurie fizike”.
Por ndërsa Durim Bami dhe disa personazhe të tjerë të krimit shqiptar, janë ekstraduar tashmë nga Dubai, duke shënuar një kthesë të fortë në marrëdhëniet juridike që ndjekin Emiratet e Bashkuara Arabe në të tilla raste me shtetet e tjera, në raport me vlerësimin e kërkesave për ekstradim, tanimë është e ditur se të tjerë shqiptarë të botës së nëndheshme vazhdojnë të shijojnë të qetë rrezet e diellit në gadishullin arabik. Ndërsa në lidhje me kërkesat për ekstradim nga viti 2020 deri më 2026, SPAK ka transmetuar 19 kërkesa për ekstradim në drejtim të Emirateve të Bashkuara Arabe, për shtetas shqiptar me precedentë penalë.
Ku nga totali i këtyre kërkesave, deri më tani nga ana e autoriteteve shqiptare, janë marrë në dorëzim 10 persona.
Fabian Zhilla: “Duke qenë se Dubai ose Emiratet e Bashkuara Arabe nga pikëpamja juridiksionale, kanë ndjekur një politikë, deri diku të vështirë për të lejuar ekstradimet,dhe kjo është shfrytëzuar nga eksponentë të krimit të organizuar dhe jo vetëm shqiptarë.
Krimi shqiptar sigurisht mësoi, qoftë edhe ato të Amerikës Latine, nga bashkëpunimet që ka pasur me organizata kriminale qoftë edhe me ato në Amerikën Latine, shkëmbyen këtë lloj eksperience dhe filluan të zhvendosen atje”.
Një nga këta personazhe që vazhdon të shijojë i pashqetësuar jetën në rrezet e diellit të Dubait, është edhe Denis Matoshi, ose i njohur ndryshe si Eldi Dizdari. Me origjinë nga Tropoja, drejtues i ‘Kompania Bello’, organizatës më të madhe kriminale shqiptare të trafikimit të lëndëve narkotike nga Amerika e Jugut në drejtim të Evropës.E cilësuar ndryshe si një sindikatë transnacionale, që mundi brenda pak vitesh të kryente një xhiro prej 350 milion euro, nëpërmjet trafikimit të kokainësNjë personazh i cili sot jeton në Dubai, aty nga ku në fakt drejtonte edhe të gjithë operacionet e narkotrafikut nga Amerika Latine në Evropë. Por që në Shqipëri janë ende në pritje të ekstradimit të tij, ashtu si edhe në Itali ku për të ka gati një mandat arresti.
Ndërsa në Shqipëri në qershorin e vitit 2024, Gjykata e Posaçme e Apelit la në fuqi vendimin për konfiskimin e pasurive të tij.
Pasuri të sekuestruara në Shqipëri, që duken hiç gjë përpara pasurisë përrallore që ai ka grumbulluar në vite, apo që mund të ketë investuar në Dubai.

A group that trafficked cocaine from Ecuador to Italy and other European Union countries. But he was later released by law enforcement authorities in the United Arab Emirates.
According to Italian authorities, he is the head of the Albanian criminal group Bello Company, which has transported tons of cocaine to Europe. Meanwhile, in Albania, several real estate properties have been seized, as well as 40 thousand euros and 8.2 million lekë gained from the expropriation of a property.
But even though he was officially released from Dubai, Eldi Dizdari, as we said, continues to be wanted by the Italian state, following a decision by a court in Florence, where part of his cocaine group was convicted a short time ago.
Dizdari, who in Albania was also rumored to be involved in the gunfight in the former Bllok, in 2018, with Ervis Martinaj's group, but without an official indictment from the Prosecution.
While his name also came to the fore after the arrest of his close cousin, Arbër Çekaj.
Already sentenced to 14 years in prison for trafficking 613 kilograms of cocaine, which were seized in Maminas in 2018.
Fabian Zhilla: "I think these are issues that the prosecution is investigating. But I believe that one of the main principles or policies is that in every criminal investigation, it should be accompanied by a property investigation."
And of course you have seen that the seizure figures have been admirable, which mainly shows that the volume of dirty money circulating in Albanian organized crime is considerable."
Fatjona Mejdini: "Dubai is often defined as the largest open prison in the world, despite the fact that it is a city inside. People who are there cannot even go to other Emirates states. Since Dubai is itself an emirate. So not even to the emirate of Abu Dhabi, which is a very big limitation for a person."
