The "Meloni" government changed the function of the reception camps, 30 deported immigrants are expected to arrive in Shëngjin today

A contingent of migrants is expected to arrive in Shëngjin today as it is learned that the Italian Navy ship "Spica", with about 30 people on board, departed Tuesday morning from the port of Brindisi. According to current information, there are people of different nationalities on board.
The Italian Interior Ministry has said that 30 migrants have already been repatriated from the center in Gjadra. According to the Italian government decree, the migrants will remain in the Gjadra camp until deportation to their countries of origin, with a maximum period not exceeding 18 months.
The reception center in Gjadra, Lezha, was initially intended to temporarily house asylum seekers rescued at sea by Italian ships, for a period of up to 28 days. With the new decree of the Meloni government, the camp will also serve as a detention center for migrants who no longer have the right to asylum and are expected to be deported to their countries of origin.
On the other hand, the decision of the judges of the European Court of Justice is expected in the coming days as they will review the appeal of the Court of Rome, which so far has not recognized the legitimacy of the detentions ordered against migrants rescued at sea and transferred to the other side of the Adriatic, because they come from countries that the Italian government considers safe.
What has happened in the past months?
The migrants who arrived in January 2025 were the third and largest group to arrive at the reception center in Shëngjin. Even in the two previous cases, last October and November, the judges did not confirm the detention of asylum seekers brought to Albanian facilities. The Italian government was stopped several times by the courts from bringing migrants to Shëngjin and Gjadra. The reason for the detention and return of migrants were the lists of countries of origin of asylum seekers, where the Italian government claimed that there should not be a unified list for all EU countries.
In 2023, Italian Prime Minister Giorgia Meloni and Albanian Prime Minister Edi Rama reached an agreement to build these centers, with the aim of Italy managing the flow of migrants outside its territory, using Albania as a reception center. This agreement sparked widespread criticism from international human rights organizations, which see the project as an attempt to shift the migrant problem to weaker countries in legal and economic terms.
On December 30, 2024, the Court of Cassation in Italy ruled in favor of Giorgia Meloni and her cabinet, who claim that each country should have a personalized list of safe and unsafe countries. Among other things, regarding the list of safe countries, the Court of Cassation said that the judges of each case do not replace the assessment, which is generally the sole responsibility of the Foreign Minister and other Ministers.
The migrant deal has been criticized by the Italian opposition as expensive, costing around 800 million euros over five years, and according to them, only addressing a drop in the ocean of migrants arriving in Italy each year. On the other hand, the European Commission and some European leaders have expressed interest in it becoming a possible model for managing migrants outside EU territory.
