His name appeared in 2017 with the series of fines against businesses in Shkodër. The police conducted an operation arresting a group of people, among them Ibrahim Licin, who was later released.
He was arrested together with his brother, Muhamed Lici, in March 2017 after leading a criminal group that imposed fines on the merchants of Zdrale in Shkodër. Muhamet Lici was sentenced to 13 years in prison, while the court released Ibrahim Lici.
It is during this period that the saga of collisions begins. One of them with the Bajri and Bilali tribe. Former friends of the Lice decades ago. And things got worse when Astmer Bilal, arrested for several years, killed his father and uncle in Shkodër. The Lici tribe was suspected, but evidence was lacking.
Series of conflicts between gangs in this city have produced since 2017 at least 20 killed so far and dozens of assassinations.
The most recent of the clashes was the murder after the entrapment of Endri Mustafa in 2021 in the "Livadhet" neighborhood. The police wanted Ibrahim Lici, but the latter said he had an alibi and that the murder was committed by the Bilals, putting the blame on him. The testimony was taken from a 15-year-old boy who lured Mustafa into a trap for a horse, but then this testimony was not considered reliable for Lici.
Ibrahim Lici is the son of the former councilor of the Municipality of Shkodra, Mustafa Lici, a permanent ally of the current opposition. Recently, he has also been the subject of the structure, Operation Force of Law, while it results in the search for several sensational murders.
According to the police, Lici is the main author of the assassination attempt on the brothers Astrit and Brahim Bilali (father and uncle of the boxing champion Astmer Bilali), this event happened on March 30, 2019. They were executed at the gate of the house with a Kalashnikov barrage and the event was investigated as a clash between rival gangs in Shkodër.

Arjan Ferracaku, pak minuta para se të vritej, kishte komunikuar me Astrit Bilalin dhe ky i fundit e kishte thirrur që të dalë me kalë, pasi Astriti do shoqëronte disa turistë nga Kosova në Liqenin e Shkodrës.
Më 14 nëntor po 2018 vritet Fatos Ferracaku, kushëri i Arjan Ferracakut. Fatos Ferracaku u vra në mes të ditës, teksa po shiste peshk në lagjen “Rus”.
Më 20 mars 2019 ndodh një tjetër vrasje, teksa ekzekutohet me 20 plumba Ferdinand Polia, por që është një vrasje që është zbardhur nga Policia dhe nuk ekziston asnjë lidhje me përplasjet e grupeve Bajri-Lici, por me disa ngjarje të ndodhura në Itali, ku viktima ka qenë pjesë e një grupi kriminal atje, 9 vite më parë.
