Prime Minister Edi Rama emphasized during his speech at the meeting of the Socialist Party Parliamentary Group that they are demanding the arrest of Belinda Balluku before she is even tried, just like those who demanded the execution of her trial partner Beqir Balluku. Thus, the Prime Minister has drawn a parallel between the Enver Hoxha regime and SPAK!
According to Rama, "the presumption of innocence must be an absolute prerequisite of every investigation and process and a clear dividing line between democracy and dictatorship, between justice and arbitrariness."
"They want Balluk in prison even before the court door has opened to start the process. I tell them to ask themselves a question. Where do we change? Where should we, today's Albanians, change, regardless of political or human beliefs, from those who necessarily wanted her grandfather shot. After initially putting them on trial in the newspaper, radio and TV and condemning them in the name of the people without giving them the right to defend themselves in the eyes of the people. This is not a question I ask today to defend Balluk, because I am not anyone's lawyer in the face of an accusation raised by the prosecution, to anyone, this is a question I ask today, but to defend the great truth that belongs to democracy from all its abusers because I am the prime minister of this country. This great truth is called the presumption of innocence, as an absolute prerequisite of every investigation and process and as a sharp dividing line between democracy and dictatorship, between justice and arbitrariness. ", said Rama.
Rama further said that in order to raise the cards and vote for Balluk's arrest, they would need to have at least one reason that they had when they voted earlier to lift the immunity of an MP. According to him, they must have convincing evidence that she attempted to escape or destroy evidence and intimidate witnesses.
"In order to raise our hand to vote for the arrest request for Balluk, with the card that the socialists and our supporters have given us, including those from the socialist capital in Fier, we need to have at least one of the reasons we had when we did this before. I'm not saying to have a crime scene, flagrante delicto conditions, or convincing evidence of an attempted escape or tampering with evidence that are reasons for detention because they bring a relative forced violation of the principle of the presumption of innocence. But at least one of the reasons we had when we did this before. Since the reform, we have voted for 2 arrests, one for repeated violation of the court's decision, the other for embezzlement, corruption, money laundering and concealment of assets. In this case, we have none of these ," he added.
Rama described the 16,000-page materials deposited in Parliament by SPAK, alongside the request to lift immunity, as "propaganda" and an "optical illusion."
"The very voluminous material that accompanies the request, as stated by the Prosecutor, 16 thousand pages, is an indicator of the great weakness that the request has, that those pages are a beautiful propaganda coup to convey to Albanians that there are 16 thousand pages of theft. In fact, they are studies, designs, procurements and decisions, orders, received and sent to be included in the file, which if it constitutes evidence of something, is the strongest evidence of the great serious work of the Ministry of Infrastructure. The rest is mere hearsay, " said Rama.
