The political essence of the DP's situation in its historical bastion is a litmus test to analyze the power to recover the opposition electorate, or even to see the seriousness of a proposal towards the rest of the voters.
Shkodra in this case is interesting for creating an idea, after the heavy defeat in the 2023 local elections.
What can be clearly seen so far is that the DP in Shkodra is missing in action, after the electoral disaster of May 14 two years ago. Turned into an investment site and with drastic changes in the city's administration and policies, politics in the northern city has not seen a real opposition from Sali Berisha's Democratic Party. This political vacuum, perhaps natural in the first days of the heavy blow, currently makes no sense.
In Shkodra, besides the generally positive impact on the work of Mayor Benet Beci, there are naturally criticisms and voices that are naturally against the current regarding developments, projects, and of course appointments in the administration or political leadership there.
Voices that are expressed in networks, discussions, local media, or even in various debates in the city's environments. But until today, the DP has not been anywhere to catch the opposition's position. The chances are that this is happening because of the complex that the majority will attack it, and here we see what it will do, given where it has been in the 30 years that it has governed the city.
But this complex should not stop a party from giving its voice, as well as representing that of the citizens. Why is the DP doing this in Shkodra? Because in reality, Sali Berisha's party does not exist politically after the loss of 2023.
And the most obvious political showcase is the list for deputies. A list that, whether viewed from afar or from above, is completely new. A seemingly expected and positive development. If you look at both the closed list and the open list of the DP in Shkodra, there are individuals who have not been part of either state or party politics in the past.
On the surface, it is a positive development, but the question arises as to whether a new list in Shkodra was a political will, or are we in a new beginning after the tabula rasa of two years ago?
To create a slightly clearer picture, it is enough to look at Lulzim Basha's list in Shkodra. Basha has at least three historically important leaders of the Democratic Party as candidates for MP. There is Xhevdet Amuli, one of the founders of the DP, who led the party during the Berisha war, and stopped the usurpation of the branch by force. There is Ramiz Çobaj, the leader after 2013, who was also a DP MP, there is Arben Gjuraj, one of the most important leaders of the DP and local units in the territory, namely in the area of Shkodra, as well as Anton Koka, who was a leader in the area of Malësia e Madhe.
In terms of political connection in the territory, the DP has lost its old branch, and this was also seen in the 2014 results. Meanwhile, the new configuration in the northern region comes more from a catapult from above, than as a territorial organization in the city and the areas that make up the region. In reality, the situation in Shkodra is for Berisha's party in every part of Albania, starting from Tirana. Although it has managed to have the largest share of voters, the DP has not tried to unite the democrats as has often been said. But only to restart the careers of the doctor's loyalists.
Of course, everything will be revealed in the May 11th elections, how much the vote of old supporters can be recovered, which was severely broken 2 years ago. But the political showcase of the presentation of this configuration is an indicator of this situation.
