New reference prices for customs clearance of used vehicles come into effect, increase of up to 25%

The reference prices used by customs for the clearance of used vehicles for the category of cars, trucks, pickup trucks and vans are increased by 25%. The reference prices are used for the clearance of used vehicles with a production year earlier than the last year published in the official price bulletins used by Customs such as: “Quattroroute”, “Tuttotrasporti”, “Schwackeliste”, etc., which reflect sales prices in European markets.
The increase is foreseen in the new instruction of the Ministry of Finance, "On some additions and amendments to instruction no. 3, dated 23.1.2018, "On the valuation of goods for customs purposes", which entered into force after publication in the Official Gazette.
According to the instruction for vehicles with cylinders from 1400 to 1900 cc, the minimum customs clearance threshold increases from 200 thousand lek to 250 thousand lek, marking an increase of 25%.
For vehicles with cylinders from 1900 to 2500 cc, the reference value increases from 325 thousand lek to 406 thousand lek, or about 25% more.
For vehicles with cylinders from 2500 to 3000 cc, the minimum customs clearance price increases from 400 thousand lek to 500 thousand lek, an increase of 25%.
For vehicles with cylinders from 3000 to 4500 cc, the minimum threshold increases from 500 thousand lek to 625 thousand lek, which represents an increase of 25%.
While for vehicles with cylinders over 4500 cc, the minimum reference value remains unchanged, at the level of 1 million lekë.
The 25% increase has also been approved for reference prices for vehicle categories such as pickup trucks, vans and trucks.
For pickup trucks and vans with a capacity of up to 1.5 tons, the minimum reference value for customs clearance increases from 400 thousand lek to 500 thousand lek, or 25% more.
For vehicles with a capacity of 1.5 to 3.5 tons, the minimum customs clearance threshold increases from 600 thousand lek to 750 thousand lek, marking an increase of 25%.
For trucks with a capacity of 3.5 to 10 tons, the minimum reference value increases from 850 thousand lek to 1,062,500 lek, or about 25% more.
For trucks with a capacity of 10 to 15 tons, the minimum customs clearance price increases from 1 million lek to 1,250,000 lek, an increase of 25%.
For trucks with a capacity of over 15 tons, the minimum threshold increases from 1.2 million lek to 1.5 million lek, also reflecting an increase of 25%.
INSTRUCTION No. 3, dated 23.1.2018 ON THE VALUATION OF GOODS FOR CUSTOMS PURPOSES
17.1 For customs clearance of vehicles, in cases where the transaction is not accepted and the use of other methods is not possible, the assessment is based on the publications of the bulletins "Quattroroute", "Tuttotrasporti", "Schwackeliste", etc., which reflect the sales prices in European markets.
17.2 The value of a car is found in the "Quattroroute" table, based on the make, model and year of manufacture.
In this case, the value of the vehicle must not be lower than 80% of the price found in the table.
17.3 When no information is available in the bulletin for the vehicle being evaluated, the evaluation is based on the closest model and engine capacity. In this case, the value must not be lower than 80% of the price given in the bulletin.
17.4 The value for pickup trucks, vans and trucks is found in the publications of the magazine “Tuttotrasporti”, based on the make, model and year of manufacture. In this case, the customs value must not be lower than 80% of the price found in the table.
The valuation of vehicles with a production year prior to the last year published in the bulletin cannot be calculated less than the prices reflected as follows:
For cars a) Up to 1400 cc not less than 130,000 lek b) Over 1400-1900 cc not less than 200,000 lek c) Over 1900-2500 cc not less than 325,000 lek d) Over 2500-3000 cc not less than 400,000 lek e) Over 3000-4500 cc not less than 500,000 lek f) Over 4500 cc not less than 1,000,000 lek.

Instruction No. 26, dated 17.12.2025 ON SOME ADDITIONS AND AMENDMENTS TO INSTRUCTION NO. 3, DATED 23.1.2018, “ON THE VALUATION OF GOODS FOR CUSTOMS PURPOSES”
For cars, the prices are: a) up to 1400 cc not less than 162,500 lekë; b) over 1400-1900 cc not less than 250,000 lekë; c) over 1900-2500 cc not less than 406,000 lekë; d) over 2500-3000 cc not less than 500,000 lekë; e) over 3000-4500 cc not less than 625,000 lekë; f) over 4500 cc not less than 1,000,000 lekë.
For pickup trucks, vans and trucks , according to the carrying capacity, the prices are: a) up to 1.5 tons not less than 500,000 lekë; b) from 1.5 tons to 3.5 tons not less than 750,000 lekë; c) from 3.5 tons to 10 tons not less than 1,062,500 lekë; d) from 10 tons to 15 tons not less than 1,250,000 lekë; e) over 15 tons not less than 1,500,000 lekë.” 9. Point 18 is deleted.
