The Special Prosecution Office Against Corruption and Organized Crime (SPAK) has named the mayor of Roskovec, Majlinda Bufin, as a defendant.

It is learned that Bufi has been charged with the criminal offense of "Using Public Function for Political Activity".

The investigation launched after a criminal complaint against her has been completed by SPAK and the file has been filed with the Special Court, where it is expected to be reviewed.

We recall that Bufi was previously reported by the opposition for several criminal offenses, such as: "Abuse of office" and "Threat or violence against election participants."

According to the complaint, the mayor intentionally and personally committed serious violations against public administration employees during the local election campaign, to prevent them from voting freely, violations such as threats, pressure and blackmail.

DP Roskovec has also filed a criminal complaint against him with SPAK, accusing him of tender abuse.

SPAK sends the Mayor of Roskovec to trial for "Use of public office for political or electoral activity"

The Special Prosecution Office against Corruption and Organized Crime has completed the investigations and on November 14, 2025, sent for trial criminal proceeding no. 98 of 2023, against the defendant, Majlinda Bufi, in the capacity of Mayor of Roskovec. She is accused of the criminal offense, “Use of public office for political or electoral activity”, provided for by Article 328/a/3 of the Criminal Code.

From the analysis of the acts and evidence administered, during the investigations conducted for this criminal proceeding, it results that the defendant Majlinda Bufi, in her capacity as Mayor of Roskovec Municipality, in violation of the law, has requested the citizen, GB, not to participate in the voting for the local elections of May 14, 2023 and not to be involved in the electoral activities of other political parties.

On 6.5.2023, at 14:04, the article titled, “Don't dare vote – Another scandalous audio recording of the mayor of Roskovec is published” was published in the media. The transcript of this recording shows that the defendant Majlinda Bufi appears outraged by the GB citizen, who was a beneficiary of the Municipality's social program, “Improvement of Housing Conditions for Poor and Disadvantaged Families”, approved by Decision of the Municipal Council No. 40 dated 01.3.2022.

The investigations established that despite the fact that the social and economic conditions of GB's family favored him as a beneficiary, the object for which support was requested was not an existing dwelling, but a newly constructed object, with documentary deficiencies on ownership. Despite these circumstances, it appears that the defendant was aware of his inclusion in the program.

The investigation revealed that prior to the recorded meeting with the Mayor, Majlinda Bufi, before the elections on May 14, 2023, employees of the IMT Municipality, Roskovec, had gone to the apartment of citizen GB, demanding an account of the works carried out and the prohibition of their continuation.

Then, it turns out that the citizen, GB, held a meeting in the premises of the Municipality with the defendant, Majlinda Bufi. The conversation was conducted in a form of pressure, mentioning that the works were in excess of the assistance and that the citizen GB had carried out construction without a permit. Among other things, in this meeting, the defendant Majlinda Bufi mentioned to him the fact that she had sent him messages, where the citizen in question said victory to the opposition candidate.

The defendant, Majlinda Bufi, with the claim of "saving" the GB citizen from this illegal situation, in which he was allegedly found, has requested: "from this moment until the elections are over, not to open his mouth, not to speak either he or his family, but to mind his own business, to stay at home and not to go vote at all in the elections of May 14, 2023."

The request of the defendant Majlinda Bufi, addressed to the citizen GB, was made under the threat of administrative measures and against his will. He exercised his right to vote on May 14, 2023, as was his will.

Explanation: Every person is presumed innocent until proven guilty by a final judicial decision.
