Investigations/ SPAK registers criminal proceedings for Vlora Airport, owned by Behgjet Pacolli
The Special Prosecution Office has officially confirmed the launch of investigations into the Vlora International Airport. Two months after the first certification flight for this important concession, which will be the "gateway to the south", the investigations are in the preliminary phase.
"The Special Prosecution Office against Corruption and Organized Crime has registered criminal proceedings regarding the Vlora Airport concession contract. This proceeding is in the preliminary investigation phase," SPAK announced.
The owner of this important work is the company of the Kosovo Albanian businessman, Behgjet Pacolli, called "Mabco Constructions". According to data declared at the National Business Center, it owns 98% of the shares, 2% is owned by the company 2A Group SH.PK.
The prosecution is investigating the technical details of Pacolli's agreement with the Albanian state and the contract for the construction of VIA.
According to documents made public during the first announcement of the competition, the Albanian Government has undertaken to guarantee the risk of the concessionaire's missing profit, guaranteeing 138 million euros in revenue for the first 10 years of operation from passenger traffic.
The profit is not considered reasonable to be shared equally between the parties, but the state will receive 50 percent of the revenue only if the optimistic scenario is exceeded. Vlora International Airport involves an investment of 104 million euros and has an area of 309 hectares.
Two years ago, Behgjet Pacolli's company based in Lugano, Switzerland signed an insurance agreement with the National Commercial Bank, as a guarantee for a loan contract in the amount of 56,000,000 (fifty-six million) euros.
