The Court of First Instance in Shkodra has imposed the security measure "prison arrest" on citizen Adnan Galica, suspected of being the cause of the tragic accident that occurred a few days ago in Shkodra, where 62-year-old Shkëlqim Krasniqi lost his life and a father and his two young children were injured.

During the court hearing, defense attorney Arbër Raja requested a more lenient security measure, arguing that his client suffers from mental health problems and has a medical record for schizophrenia and epilepsy.

According to the lawyer, these conditions require specialized treatment and continuous monitoring in a health institution, not detention.

Adnan Galica, now 36, suffered another accident when he was 18 years old, as a passenger at the time, leaving him in a coma for a month and a half. That accident left the lasting consequences on his health that have accompanied him for the last 18 years.

In this way, the defense requested the security measure "house arrest" as the most appropriate measure, as well as the follow-up of medical procedures until the circumstances and health condition are fully clarified, including the analysis of the psychiatric condition by the Institute of Forensic Medicine to determine the person's responsibility at the time of the incident.

Along the same lines, the resuscitation doctor of the Shkodra regional hospital Bashkim Kraja recommended during the session for the safety measure, treatment in hospital conditions until the health condition is fully clarified.

The suspect Adnan Galica himself, due to his health condition and also being in a state of shock after the accident, did not speak a word to the police or in court.

On the other hand, the prosecutor in the case, Brikena Mile, supported the measure of arrest in prison, assessing the circumstances and serious consequences of the event, while Judge Jola Sado decided to leave this measure in force.

The incident caused by Adnan Galica is very serious and if it were a person without mental health problems, of course the justice system, especially the new justice system, would have to act with the severity of the law, but in this specific case it creates a broad discussion on how these cases should be treated.

Meanwhile, this issue opens a broader debate on the control and supervision of drivers who suffer from mental health problems, especially when their number in Shkodra and elsewhere is increasing significantly and is no longer a matter of sporadic cases.

In practice, such persons may be issued with a driving license, but it is limited in time and imposes stricter rules, such as speed limits or other specific conditions.

But the question arises: should there be increased control and supervision by the police for these categories of leaders?

And in case of violations, should the right to drive be immediately suspended to prevent serious consequences?

We recall that Adnan Galica from the end point of the Rus neighborhood was driving at the same high speed along the entire western ring road until he caused the tragic accident.

It is expected that a forensic examination will be conducted next, which will determine the suspect's psychiatric condition and his responsibility at the time of the accident as a key element for the further progress of the case.

This is an issue that simultaneously opens a major debate on justice, public health, and road safety.
